Terry Baker

HWC Executive Vice President Terry Baker has nearly 20 years of strategic business development experience. Baker manages all facets of HWC financial operations and oversees nearly 100 design and construction professionals. He leads a team that delivers $250 million annually in planning and infrastructure projects, including several public-private partnership projects.

Baker’s background brings a unique perspective to HWC’s private development and public sector clients. He previously served five years as a special assistant and director of enterprise development for the city of Indianapolis under former Mayor Steve Goldsmith. During his time in government, Baker oversaw a number of reorganization, competition and privatization projects, as well as several infrastructure and public-private partnership initiatives. He is a veteran of several local and statewide campaigns and has served on transition teams for the the mayor of Indianapolis, local prosecutor, attorney general and other state and local officials.
