Comprehensive Plan

Since its last Comprehensive Plan was adopted in 2017, the Town of Avon’s population has increased by 38%. With growth expected to continue, the time had come to reassess and refine Avon’s long-term vision and goals with a new plan that the Town could rally behind. Over a 12-month period, HWC worked closely with elected officials, community leaders, Town staff, business owners, and residents through a series of steering committee meetings, public workshops, pop-up events, public input surveys, and focus groups to develop a plan that will guide Avon through anticipated challenges and opportunities over the next 10 to 15 years.

The Plan was organized into 13 chapters that analyze current conditions and land use before moving into topic-specific chapters, including chapters focused on transportation, housing, and economic development. The Plan concludes with a detailed implementation chapter outlining procedures and action steps to help Town stakeholders prioritize, fund, and carry out the Plan’s goals and strategies. Following review and revision based on input from the steering committee, Town staff, and members of the public, the final draft was presented to the Avon Advisory Plan Commission and Town Council, and the Plan ultimately adopted on November 24, 2025.
