James S. Rice serves as HWC Engineering's Director of Transportation.
James has worked in Indiana as a professional engineer for 40 years. He has significant experience in both the design and management of transportation engineering projects for Cities, Towns, and Counties, as well as INDOT.
James pioneered the use of MSE walls with the first project of its kind in Indiana on a rail-highway overpass in Princeton in the early 1980s. That project led to the now-widespread use of MSE walls throughout Indiana. He was also among the first engineers in Indiana to study the cold recycling of asphalt pavements, leading a demonstration project funded by the FHWA.
James spent 15 years as the President and CEO of Rice & Associates before selling that firm to SIECO, Inc. in Columbus. He spent a total of 10 years at SIECO, Inc., including serving as Vice President, before coming to HWC Engineering. James has been at HWC Engineering for 15 years.
