The existing 72″ metal pipe arch structure under SR 47 in Boone County was rusting along the invert and was too short for the roadway section, resulting in steep drop-offs within a foot of the travel lanes. HWC designed a replacement structure that provided Level 1 lane and shoulder criteria. The structure ends were placed beyond the obstruction-free zone to improve safety and negate the cost of the guardrail. The project design also included hydraulic design, a Level 1 environmental document, and right-of-way engineering. There were no utilities impacted by this project. The construction cost was $320,000.

The existing twin metal pipe structure under SR 47 in Boone County was heavily deteriorated and regularly blocked with debris. HWC designed a replacement structure with a single-span box large enough to convey the required flows and debris to reduce maintenance efforts. A practical design approach avoided unnecessary waterway impacts that would have triggered mitigation and cost. The project design included completion of hydraulics, a Level 3 environmental document, and right-of-way engineering. Utility impacts and associated right-of-way needs were minimized by adjusting the overhead utility vertically to provide adequate working room under it for OSHA requirements. This minimized both the utility’s costs and INDOT’s. The construction cost was $325,000.

Emerson Avenue Bridge Replacement over Bean Creek

HWC provided design services for the Emerson Avenue over Bean Creek Bridge Superstructure Replacement project (Bridge #3306F) for DPW using federal funding. 

The project included the replacement of the existing superstructure for the single-span bridge. The foundations were repaired and modified to accept the new superstructure using semi-integral details. Compliant sidewalks were added to the bridge as well. The channel under the bridge had migrated to flow along the south abutment, so it was reshaped under the bridge and armored with riprap. The retaining wall that was near failure in the southeast corner was removed and the area was graded for drainage and armored with riprap. Tree plantings were included for Flora Permit conditions. The approaching roadway was milled and overlaid. Coordination with IndyGo was required to adjust a bus stop that was at the end of the project limits. This project also included right-of-way acquisition, utility coordination, and environmental services.

The project is scheduled for 2022 construction at an estimated cost of $850,000.

Vigo County’s bridge 322 was built in 1965 on 13th Street as a 132’ long, two-span adjacent prestressed concrete beam bridge with a 62-degree skew over Lost Creek. It was identified as a Non-Select historic bridge because of its significant skew. HWC’s innovative approach during the Historic Bridge Alternatives Analysis (HBAA) found that replacing the superstructure with steel beams was the most feasible and prudent alternative (B2). All alternatives were investigated for the HBAA as the change from a concrete to steel superstructure was viewed as demolition by the historic consulting parties. The bridge was marketed for reuse in accordance to INDOT standards. A scour analysis, foundation repairs, drainage design, intersection design, and utility coordination were included in the project.

HWC led East Central Indiana in an effort to update their regional development plan. The 2024 East Central Indiana Regional Development Plan was formed through robust stakeholder engagement from across the eight-county region, which includes Blackford, Delaware, Fayette, Grant, Henry, Jay, Randolph, and Wayne counties. The final plan establishes a shared vision for a welcoming, authentic region where existing and future residents thrive. The plan also outlines a four-part regional investment strategy focused on the following key elements:

  • Quality of Life
  • Housing & Infrastructure
  • Childcare & Support for Families
  • Education & Opportunity

This regional development plan serves as a guide for the region, but also represents a key component in East Central Indiana’s compelling and competitive application for Regional Economic Acceleration and Development Initiative (READI) funding from the Indiana Economic Development Corporation (IEDC). In the first round of READI, East Central Indiana secured $15 million in state funding. In the second round with HWC support, the region received $35 million to fund transformative childcare, housing, quality of place, and economic development projects.
