HWC was responsible for the full-time inspection of the North Vernon Walnut Street Reconstruction.

This project encompassed a variety of different components including sanitary sewer, water main, and storm system reconstruction. On top of the underground improvements, the project included full-depth reconstruction of the roadway including the replacement of all sidewalks, curb ramps, and approaches within the right-of-way, as well as traffic signal modernizations and street lighting enhancements. Additionally, decorative brick paver enhancements were included to tie the area with the downtown streetscape, which was previously constructed in 2016 and utilized Stellar funding. This project was funded by INDOT LPA funds and by the City of North Vernon. The total construction cost was $8.4 million and the project was completed in the fall of 2023.

Bridge 95 Rehabilitation

This bridge rehabilitation project included the design of new semi-integral end bents, pier modifications, new structural steel beams, a concrete deck, a horizontal curve, and a super elevated roadway. This project was designed in a manner to avoid impacts to archaeological Native American sites. Right-of-way for one parcel was included in the project. The roadway embankments were widened and armored with riprap to protect against Lake Shafer wave action. Overall, this project improved all condition ratings for the bridge, geometric standards, and safety features.

Bicycle and Pedestrian Master Plan

HWC led the four-month development of Dillsboro’s Bicycle and Pedestrian Master Plan, designed around a primary east-west route, with the intent to fill in the missing key gaps that connect the elementary school, the library, and the community park. New sidewalk extensions were also proposed to serve existing and planned residential developments so that residents of all ages and abilities can choose walking or biking knowing that it is safe and convenient. The master plan was specifically prepared with a focus on realistic implementation possibilities. Nine priority projects were identified, with each addressing a particularly problematic intersection crossing, sidewalk gap, or much needed extension to serve a key destination.

This project was funded with a grant from the IDOH’s Division of Nutrition and Physical Activity and was led by a local advisory committee.

Salem Market Street

Market Street Rehabilitation

HWC worked with the City of Salem to provide survey, design, permitting, and construction administration services for the Market Street Rehabilitation project.

Pavement width was decreased to provide two 12’ travel lanes, two 8’ parking lanes, 7’ sodded buffers behind the curb, and 5’ sidewalks. The project improved drainage issues and pedestrian/ADA safety.

Project improvements included a mill and overlay of the roadway, a new storm drainage collection system, new sidewalks, bump outs and ADA ramps, installation of new curbs and gutters, new signage and pavement markings, and a sodded buffer strip.

The $655,000 project was funded through the Community Crossings Matching Grant Program (CCMG). Construction began in June of 2018. The section west of Brock Creek was completed in October of 2018, while the section east of Brock Creek was completed in August of 2019.

Mill Street Reconstruction

HWC worked with the town of Veedersburg to provide design, construction inspection, and permitting services for the Mill Street Reconstruction project.

Project improvements included a mill and overlay roadway, new storm drainage collection system, new sidewalks and ADA ramps, installation of new curbs and gutters, and a new 8” water main installation

The $1.5 million project was locally and federally funded, and construction completed in 2017.
