Burkart Boulevard/Southern Bypass

HWC prepared the design plans for this $25 million, 3.8 mile extension of Burkart Boulevard around the southern portion of the City of Seymour. Increasing train traffic has forced the City to pursue a grade separated crossing and new alignment roadway to provide an unimpeded access route to the local hospital. HWC developed preliminary costs for the project and assisted with obtaining federal funding. Design tasks included new roadway design, roundabout intersections, drainage, a multi-use path, right-of-way assessments, coordination with impacted property owners, and overall cost estimating for the project. The project was constructed in three phases.

HWC was selected to provide design services for the US 50 HMA Overlay project under the INDOT On Call contract in the INDOT Seymour District. HWC extended the functional life of the asphalt overlay by addressing cracks at joint deterioration and longitudinal cracks by construction of partial and full depth patching of the underlying concrete pavement and application of a 2” mill/fill of the asphalt overlay.

HWC also brought the curb ramps to current ADA standards, as well as updated the nine existing traffic signals to have APS devices installed where applicable.

HWC provided roadway design, erosion control permitting, IDEM water permits, small structure design, right-of-way plan development, and public hearing coordination services.

HWC worked with INDOT to develop a solution to keep SR 66 open during construction by utilizing temporary portable traffic signals during the phased construction of the box culvert and a multi-phased plan for the reconstruction of the intersection.

Project let in April 2018 at a cost of $1,300,000, which was 5% below the engineer’s estimate.

2nd Street Rehabilitation

HWC replaced all sidewalks and curb and gutter in this downtown District of Aurora, Indiana. This project included minor drainage improvements, as well as the installation of pavement markings, new signage, and decorative crosswalks using pavers. ADA compliant curb ramps were also constructed and the pavement received a preventative maintenance mill and overlay of 1.5”. Coordination with business owners was critical as sidewalk was removed and replaced and as milling and paving operations ensued. HWC not only designed the project, but developed the bidding documents and conducted construction observation and administration. The project was completed at the end of 2018.

Main Street Rehabilitation

HWC provided both crack sealing and a PM 1.5” mill and overlay in different sections of this Main Street Rehabilitation project. HWC also met with the Town and Contractor to identify specific areas that required full-depth patching.

Project improvements included reconstruction of curb and gutter and sidewalks, ADA curb ramps, minor drainage improvements to the storm sewer system, and reworking of sidewalks and curb ramps in front of the Town Hall to improve pedestrian and ADA access.

This project required design, bidding services, construction observation, and administration. Throughout the project, HWC kept the Town informed on the construction status and involved them when necessary to respond to the Contractor’s questions and concerns. The project was completed at the end of 2018.
